Recently, a new batch of exported LED lights were returned. It was found by the relevant offices in the investigation of export returned goods that the LED lamps exported did not comply with the new SASO energy efficiency regulations of Saudi Arabia. It is understood that as early as February 10, 2016, the Saudi Standard Metrology Quality Organization and the Saudi Energy Efficiency Center jointly issued the "SASO 2870/2015: Energy Efficiency, Function and Labeling Requirements for Lighting Products" technical regulations for lighting products. The regulations stipulate that the export of lighting products in the standard to Saudi Arabia must meet the energy certification requirements. At the same time, the requirements for energy efficiency, function, labeling and energy efficiency labeling of legal lighting products are also clarified. The standards also require requirements for safety, electromagnetic compatibility and toxic and hazardous substances in light source products.
Products within the scope of this standard implement new energy efficiency requirements in three phases depending on the power. Since May 1, 2016, all kinds of directional and non-directional light bulbs with rated power of 60W and above have been included in the scope of control. Manufacturers or exporters of light source products need to confirm that their products meet the requirements of SASO2870 before exporting, and register at the Saudi Standards Bureau to apply for an energy efficiency certificate and apply the corresponding energy efficiency rating label on the product. All products within the scope of the standard requirements will be inspected for the label and registration certificate when they arrive at the Saudi Customs.
All kinds of directional and non-directional light bulbs with rated power below 60W have been included in the control range since May 1 this year. Such products require a SASO energy efficiency registration certificate or they will be banned from importing to Saudi Arabia. At this stage, it is clearly required that the product conformity certification (COC) organization in the catalogue should check the product in compliance with the energy efficiency labeling requirements, and refuse to issue the Saudi COC certificate for products that do not meet the relevant requirements. The third phase will be implemented from January 1, 2019.
According to the investigation, the reason for the return of the LED lights exported in my jurisdiction was mainly due to the fact that the Saudi Arabian Customs prohibited importing because the external packaging did not display the energy efficiency label according to the SASO requirements. Here, the Shaoxing Entry-Exit Inspection and Quarantine Bureau reminds all LED light export enterprises to pay close attention to the latest release of Saudi Arabia's technical regulations, obtain SAS energy efficiency licenses in a timely manner, and apply energy-efficient labels according to standard requirements to avoid the risk of return shipments.
